A motion to revoke the contested 1971 ordinance was given two of three required approvals at a meeting that had the atmosphere of a court battle between the city and United. At the meeting the council also adopted a controversial, business management ordinance designed to revitalize commercial districts.

Parish, Rose M. age 94, formerly of 4744 Baring East Chicago, passed away Saturday, November 7, 1981, at Westminister Village Home, Greenwood, Indiana. Survivors: one niece, Mrs. Rose E. Daniels of Downers Grove, Illinois; two cousins, Thomas Carter Jr.

and Mrs. Laura Carter of Birmingham, Michigan. Funeral services will be held Wednesday, November 11, 10 a.m. from the Good Shepherd Episcopal that United had violated both the spirit and letter of the 1971 ordinance. Rose Parker, chairman of the council's cable committee, said she told Mark Goldenberg, Unit-ed's general manager, in JUne 1981 not to begin construction until the cable ordinance was updated.

Leeney countered the council was aware that construction was going to begin. Councilamn Daniel Ferrer criticized United for continuing construction after It was dered to stop in September by the board of works. Leeney that stopping construction then would have cost United $8,300 a day. Other alleged violations' cited by the city and denied "by United include a change 'of ownership, failure to post a bond as required, and too long a dejay In starting construction. -K In another action the council adopted a business management ordinance on a 5-4 vote.

The ordinance establishes two merchant councils, downtown and the other irf'the Indiana Harbor section. The councils will set budgets ttt lbe used for promotions andjhn-provements, and assess business license fees to raise money. Though the ordinance had the backing of every major business group In the city, many individual merchants opposed It. Opposition was especially strong in the Harbor, where some merchants argued that the best way to boost business was to open the mall area to traffic. The ordinance, if signed by Mayor Robert Pastrick, will become effective in 30 dayr.and be valid until June 1983.

Antonio Barreda, aide to Pastrick, said the mayor will weigh objections before signing the ordinance. Councilmen Frank Kollintzas, Anthony Kreczmer, Kouros and John Todd voted against the ordinance. Miss Parker, Ferrer, Hattie Leonard, John Williams and James Fife III voted for it. The council Monday also adopted a new ordinance governing the city's human rights commission. The ordinance expands the group's authority to prosecute discrimination in housing, Freida Dawkins, its chairman, said.

SVETLIK, JOSEPH MARK Svetlik, Joseph Mark, age 27, of Highland, passed away Monday, November 9, 1981 at Margaret Hospital. Svetlik was employed at the Standard Oil Company in Whiting; graduate of Roosevelt High School and Purdeu University Calumet Campus with a degree in electrical engineering technology. He was born and raised in East Chicago; 1971 ordinance and has ignored city orders to stop construction while the old ordinance is updated. The decade-old ordinance gave the franchise to Colby Cable now doing business as United. Officials for United, who say they have acted properly, said after Monday's session that they would continue with construction and service. The city said it will continue to seek other cable firms for a city franchise.

John Leeney, lawyer for United, said he hoped the differences between the firm and the city could be resolved before the final revocation vote, scheduled for the council's Nov. 23 meeting. United could challenge any revocation in court. A judge already turned back a city bid for a premliminarty injunction against United. Initial approval of the revocation came on an 8-1 vote, with only Councilman Gus Kouros voting against it.

He argued the firm had proceeded too far with cable construction to be stopped at this time. United has hooked up subscribers and, according to its lawyer John Leeney, has finished construction of the system In 40 percent of the city. Leeney said construction would be completed by Dec. 15. Monday's revocation followed a hearing at which United was asked to give reasons why the ordinance should not be revoked.

Survivors: two sons, Patrick (Linda) Gibson of Merrillville and Timothy (Rebecca) Gibson of Hobart; three grand-children. Funeral services will be held at the convenience of the family. Mrs. Laurent remained in critical condition in the hospital's intensive care unit until her death this morning. Reese said last week murder charges were pending in the event of Mrs. Laurent's death. HOBART Reva Laurent, 76, of 432 N.

Hobart died at 3 a.m. today in St. Mary Medical Center of head Injuries allegedly Inflicted by her husband. Frank Laurent, 77, was taken into custody at their home last Thursday after calling an ambulance for his wife. He is charged with battery.

Police said the burglary occurred sometime between 6 p.m. Saturday and 7 a.m. Monday, when an instructor discovered the tools were missing. Reagan administration officials acknowledged Monday that Health and Human Services Secretary Richard S.

Schweiker has been told to find $9 billion in cuts from his entitlement programs in fiscal 1983. Schweiker has sent the White House a laundry list of several billion dollars in cuts in Medicare, Medicaid and welfare programs. Conspicuously absent from the tentative list were the Social Security cash benefits. Administration sources, who asked not to be identified, provided a list of $4.2 billion in cuts that Schweiker suggested In an Oct. 26 memo to budget director David A.

Stockman. Those proposed cuts would have a major impact on beneficiaries of health care and welfare programs as well as on the doctors and hospitals who provide services to them. The sources emphasized that none of the proposals is final and that some already may have been ruled out. At the White House, spokesman Larry Speakes said, "Our commitment is mainly to putting the brakes on rising health care costs." To do that, the Schweiker package would rewrite Medicare and Medicaid reimbursement regulations to cut back on bow much doctors, hospitals and other providers are paid to care for the ulderly and the poor. Some of the suggested rules changes, such as a stiffer limit on how much Medicare pays for lab fees, pathology tests and other "ancillary" services, resemble some of the Carter administration's own failed strategies to hold down soaring health care costs.
