Land for the International" Friendship Gardens in Michigan' City's Pottawattomie Park was first cleared in 1934 and The brainchild of the thretf Stauffer brothers, it resembled a garden they had designed for the1 Chicago World's Fair in 1933 as a respite from the surrounding bustle and technology. A prominent local doctor who owned much of Pottawattomie Park at the time persuaded the4 brothers to transplant their pro-' ject across the lake. Two men sentenced for violating Clean Water Act INDIANAPOLIS (AP) Twoi managers of a Quemetco battery recycling operation have been sentenced to federal prison for conspiracy to violate the Clean Water Act, U.S. Attorney Judith Stewart said. Donald Jack Eby, 51, and James Stephen Bitner, 46, each received a prison sentence of one year and one day. Eby, of Addison, Texas, also was fined $15,000 and Bitner, of Indianapolis, was fined $10,000.

Eby was a vice president with RSR Corp. of Dallas, Texas, which owns Quemetco. He oversaw the Indianapolis Quemetco facility and similar recycling op-; erations across the country, Stewart said Friday. Bitner replaced Eby aS Quemetco's general plant manager in May 1987. Eby and Bitner illegally discharged untreated or improperly treated waste water contaminated with lead into Julia Creek and city sewers, said Assistant U.S.

Fort Wayne diking project awaits state OK FORT WAYNE, Ind.

(AP) -After 82 years, supporters of a project to flood-proof much of Fort Wayne with extensive diking say they are tired of waiting. U.S. Rep. Win Moses said the city has experienced disastrous floods in 1913 and 1982. Yet after sitting through 58 hearings on the issue, he has seen no action.

"We've had enough hear-; ings," the Democrat told two officials from the state Department of Natural Resources last week. "The next thing we need is groundbreaking." Moses, Fort Wayne's mayor from 1979 to 1987, was one of several people who spoke at a hearing to get approval for a permit to construct the $44.7 million in dikes. The U.S. Army Corps of Engineers, which is spearheading the project, expects to accept bids Aug. 10.

The permit needs to be ap-'. proved by July to keep the pro-; ject on schedule. But DNR offi-i rials still must review the testimo- ny and complete a project study. 1 Betty M. Prusiecki (nee Stomp) Betty M.
